      It would be very interesting to have a plugin in JIRA that allows the administrator to force a display of a splash screen at user login when news need to be forcely brought to attention.

      Something like the JIRA welcome splash screen would be very perfect (with the tick to allow the user to dismiss the splash screen at next logon), especially for planned maintenance or evolutions done on the instance.

      I have seen that a new lab plugin (Public Announcement Service Configuration) was available on the market place; but this does not guaranty that users read the ribbon, because this is too small, and does not force users to read the message.
      So a splash screen would insure that users read the message before continuing working.
