[JRASERVER-43377] jira-project-config-plugin source code is missing from Source Downloads

Hi all,

The conclusion of this issue is as follows, sources from project config plugin were being excluded from the source distribution and the version of project config plugin that was included in jira was not published with sources.

We have bundled a new version of project config plugin that was correctly published with sources and removed the exclusion from the source distribution

Note

The source of the plugin is included in the jira-core source download at https://my.atlassian.com/download/source/jira-core

Neither https://my.atlassian.com/download/source/jira or https://my.atlassian.com/download/source/jira-software will contain the sources of this artifact as the jira software source distribution currently does not have source for jira-core's artifacts. This is being tracked at https://jira.atlassian.com/browse/JSW-13315
