The 'padlock' icon for comment restrictions not visible in emails

    Description

      When user receives e-mail connected with restricted comment then the 'padlock' icon is not visible (see screenshot).

      It seems this icon is not attached inline and links to icon in JIRA instance.
      I am not sure if it was like even after the fix for https://jira.atlassian.com/browse/JRA-25705 was introduced but I managed to reproduce it on 6.3.1 easily.
