      The manage watcher field popup does not open under certain circumstances:

      Steps to Reproduce

      1. Open an issue
      2. Click on the issue name inside the header ( To refresh the issue )
      3. Not able to manage watchers via the built in pop-up

      Expected Results

      1. Manage watchers panel should pop-out

      Actual Results

      1. Manage watchers panel does not pop-out
