Optimise the version cache in JIRA

      Due to the way JIRA version cache is queried, it can result in very long periods of time to perform operations. As a result of this, it is causing bugs such as GHS-9991 in JIRA Agile.

      The suggested fix is to optimise the version cache so that it can be queried faster.
