When logging work, users are getting notifications when logged work is off

      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      Prior to this last update, we would not get notifications when logging work because I have turned off all those notifications.

      However, now we are getting notified when work is logged on an issue. I need to have this fixed, because it is very distracting to users getting all these extra e-mails.

      Once I logged work I got emails.
