      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      Extending JRA-22417, if an user in JIRA does not receive notifications for an Issue Updated Event but does for Issue Commented, if there's any comments added during the update JIRA should send the notification for Issue Commented.

      Example:

      UserA isn't a recipient of the Issue Updated event, but is of the *Issue Commented.

      • Current Behavior: If a comment is added when editing an issue, UserA will not receive any notifications (neither from the Updated Fields nor the Comment).
      • Desired Behavior: If a comment is added when editing an issue, UserA would receive a 'Comment Added' notification.
