Attachment links in emails do not contain base url

      Steps to reproduce the problem:

      1. Add a comment with the following format: 
        Hi [~admin],

Please find the Messsage attachment below:

h5. [^message(1).avi]

      2. I can received the notification:
      3. When I click on the attachment link, it brings me to the following URL: 
        http://secure/attachment/10100/10100_message%281%29.avi

      So if the Base URL is missing and it's clear that we cannot open the attachment directly from the email.
