Filter on resolution not working as expected

    Description

      When excluding issues with a specific resolution,
      like: resolution != "Won't Fix"
      Jira will exclude all unresolved issues as well.
      Expected behavior would be to find resolved issues except "Won't Fix" AND ALL unresolved issues.

      resolution != "Won't Fix" or resolution is EMPTY returns the expected result.
