Enable the ability to create different reports. People should be able to create a jar file that contains the necessary class implemenations, etc to generate a custom report. Need to investigate if reports should become velocity templates or if the jar can contain jsps?

Maybe we could make a standard plugin.xml file that has:

<plugin>
services?
listeners?
actions?
actions.xml files?
class implementations?
</plugin>

Then people can have just one XML file to configure, for all their plugin needs?
