Enable ability to generate different reports

Enable the ability to create different reports. People should be able to create a jar file that contains the necessary class implemenations, etc to generate a custom report. Need to investigate if reports should become velocity templates or if the jar can contain jsps?

.... Perhaps if people package an actions.xml inside their jar, we can load it alongside the normal webwork actions?

Maybe we could make a standard plugin.xml file that has:

<plugin>
services?
listeners?
actions?
actions.xml files?
class implementations?
</plugin>

Then people can have just one XML file to configure, for all their plugin needs?
