Refresh Icon Missing in Issue Navigator

    Description

      The refresh icon at the top results in Issue Navigator is missing or not rendered. The refresh icon at the bottom of the results is still showing normally. I have made comparison with JIRA 6.3.1 and JIRA 6.2.4 where the later have the refresh icon on both top and bottom.

      Steps to reproduce

      1. Set up JIRA 6.3.1
      2. Create Demo project
      3. Go to Issue Navigator

      Expected results

      To have the refresh icon on top and bottom of the page. As per the example image shown in our documentation here.
