Create Issue Screen loads slow in Internet Explorer 10

      In IE10, loading the Create Issue screen take a long time (approximately 10 seconds). Subsequently, loading the Project field will take about 25 seconds.

      Using Google Chrome will load the same Project field approximately 5 seconds.

      Condition

      JIRA instance has 3000 projects or more
