Steps to Reproduce:

• Go to an issue.
• Open the Permission Helper Window
• Select a user with some permission allowing the user to not preform the selected function.

Current Behavior: The window is too big to display within the window at 100% zoom level and cannot selected the 'Submit' or 'Close' option.

Expected Behavior: The window is scaled to be observed fully and should posses a scrolling slider to navigate through the whole window.

Workaround: Zoom out to a smaller browser level using the options within the browser menu or the following hotkeys:

• For a mac: Command-Option-Minus (–)
• For a PC: CTRL-Minius (–)
