Do not allow issue creation for Service Desk project through normal JIRA Create Issue button

      Following the suggestion on JSD-36, all Service Desk issue should be created through the portal alone. Therefore, eliminate the Create Issue button functionality which allows user to create Service Desk issue using normal JIRA interface.
