JIRA Issue Navigator does not respect login.url or link.login.url parameters defined in seraph-config.xml

Steps to reproduce

1. Modify the two property values for 'login.url' and 'link.login.url' in JIRA's seraph-config.xml. Eg.

<param-name>login.url</param-name>            
            <param-value>/custom-login-path</param-value>

and

<param-name>link.login.url</param-name>
<param-value>/custom-login-path-link</param-value>

2. Load a direct link in JIRA's Issue Navigator without being authenticated, eg. http://localhost:8080/627/browse/SSP-24?jql=

3. Notice that none of the links to login are pointed at the right URL.

Expected results

• Login URL defined in seraph-config.xml being used

Actual results

• Default login.url and link.login.url still being used when loading JIRA Issue Navigator

Workaround

• Access a URL, outside the Issue Navigator, as that appears to be the only affected area. Eg. http://localhost:8080/627/secure/Dashboard.jspa should render the correct URL links
