Allow default issue security level at component level

      It would be great if you could associate a default issue security level to project components, rather than just at the project level.

      We have projects where certain components are classified as "internal", and issues filed against those components should not be client-visible. While we can set the security level on each issue individually, it's all to easy to forget when entering a new bug.
