Currently security levels are listed in creation order.

It would be better if they would be listed in alphabetical order, or if the order was configurable like in all the other schemes.

Now it is hard to find the correct security level, if there are multiple levels in one security scheme. This creates a security problem, since issues may be placed in incorrect security levels by mistake.
