"Search for Issues" link should not automatically perform query

      When a user needs to search for an issue, they will typically select the "Search for Issues" link under the Issues menu. The default behavior of this link is to perform an unfiltered search of all cases. With large installations, this query can be time consuming and it is wasteful because a user would almost never want the results of such a query.

      The aggressively dynamic query behavior, i.e., perform new query when page first loaded and then every time a field is changed may not be preferred. Perhaps there should be a system configuration to change this behavior and require the user to press a run query button when it is appropriate.
