Problem Definition
When a user goes to the issues navigator to search for issues it automatically displays all issues that user has permissions to view. While this is useful some users with very large instances wait up to a couple of minutes for that load to finish so they can search for issues.
Suggested Solution
A General Config setting to disable this functionality if you need would be great!
Workaround
Users can create a purposely broken filter and save that as a link to their instance. This way every time they navigate via that link the issue navigator will automatically come up with no issues and they won't have to wait.
