Limit User Picker to members of certain groups/roles in System Fields

      This is an improvement request related to JRA-7659: "Limit user picker to members of certain groups / roles". The current implementation of limited user picker does not work on system fields of Reporter and Assignee, and does not limit the users displayed in the @ mention dialog.

            Hi,

            To set a reporter who can never be a reporter in the project is pointless. We have extremely frustrated users who often choose the wrong reporter and wonder why there is no feedback. There have also been concerns about security after users have seen that all contacts in their project are displayed in the reporter field. Please limit this system field to the number of contacts that are actually possible.
            I can't think of a use-case in which the selection of all contacts should be used.
