When creating an issue and selecting the project, the last selected project is usually remembered even after we open the issue navigator.

This does not work when we open the issue navigator in Detail View. The last selected project is now using whatever issue's project the current detail view is showing.

Steps to reproduce:

1. Have three projects A, B and C.
2. In your dashboard, create an issue in project C.
3. Open the issue navigator in detail view. Try creating an issue from here. Notice that project C is no longer selected in the project field in the Create Issue screen, but instead the project of the currently selected issue in the detail view is used.
