Cannot create new statuses

      Steps to reproduce:
      1. Under Administration, go to "issues"
      2. Under "Issue Attributes", go to Statuses
      3.Add New Status
      4.Taken to error page (attached)

      Looks like this might be related to JRA-35857

      Please let me know if there is a workaround.
