Implement Create Branch feature in DVCS connector plugin for Github and Gitlab integration

      Customer is using Github/Gitlab and has established a DVCS connection to the repos.

      However, when attempting to Create Branch from an issue in JIRA, it's always sending them to Bitbucket.

      The customer needs to create branches in Github and Gitlab repositories.
