Currently, when a user wants to link a JIRA issue and selecting the link type, the list of links is sorted by "the most recently used link", in descending order.
Administrators should be allowed to configure the way the list is sorted, and having a consistently sorted list also helps users to quickly identify related link types, e.g. "duplicates" and "is duplicated by".
