I believe this request is both for existing Issue Links when viewing an issue:
and the "Search for issues" dropdown that appears when you go to add a new linked issue:
NOTE: This suggestion is for JIRA Cloud. Using JIRA Server? See the corresponding suggestion.
Currently, when a user wants to link a JIRA issue and selecting the link type, the list of links is sorted by "the most recently used link", in descending order.
Administrators should be allowed to configure the way the list is sorted, and having a consistently sorted list also helps users to quickly identify related link types, e.g. "duplicates" and "is duplicated by".
