Allow project administrators to configure more project settings

      Currently project administrators are unable to change settings like workflow schemes, issue types and screens unless they have the global administrator permission.

      When organisations use a central JIRA instance for a variety of projects it is often counter-productive and time consuming for project administrators to contact JIRA administrators to change issue types, modify workflows or change other project-specific settings, especially when a large number of projects are on a central JIRA instance for the organisation.

      It would be extremely useful for project administrators to be able to select workflows, issue types and screens within the scope of their own project without JIRA administrator intervention, or even be able to select from a JIRA administrators defined list of schemes.
