When linking an issue and adding comment at the same time, no notification email comes

1. Click Link.
2. Choose the linked issue.
3. In the same dialog, add a comment.
4. Submit.

Result: No notification email to the assignee or watchers. The email is not sent even when a specific person is mentioned in the comment (using the dedicated syntax).
