Reschedule Version dragging on Chrome

1. The doc shows an icon to drag a version to a different position. No such icon appears in Chrome
2. Nevertheless, the cursor changes to 4-arrows when I hover over the beginning of row
3. But when I start the drag, the row jumps to top, and the visual position of the row has no correlation to its position when dropped. Let me know if you'd like a movie
