Attachment files are lost after changing project or issue type on create issue pop-up screen

      Steps to Reproduce:

      1. Try to create an issue from the create issue pop-up screen
      2. Select attachments on this screen (the attachments are displayed in a checklist)
      3. Select Create Another and create an issue
      4. Creating another issue now will fail due to attachments not being found

      Expected Results:
      After step 3, the check-boxes for each attachments should remain checked and the attachments should be saved to the issue after clicking create.

      Actual Results:
      After step 3, all the attachments are unchecked and after clicking the create button they are lost.

      This can cause significant inconvenience to a user, especially if they are creating an issue with a lot of file attachments that may be pushed out of view by other issue fields or details on the screen, such that they can easily be unaware that their attachments have been unchecked and are lost after they click to submit the page.
