JIRA Mail Plugin does not expose any more packages (via OSGi) as it used to in JIRA 5.0 - 5.2

    Description

      That breaks some plugins used by the ecosystem and even the tutorial on writing your own message handler.

      I discussed it in detail at AtlasCamp with affected customer and with pniewiadomski whose change caused this problem and it looks like these changes (their impact) were unintentional.

      We need to be more generous when exporting packages from JIRA Mail Plugin
