      JIRA allows you to assign permissions on who can create projects. In the default permission scheme, I added the "jira-developers" group to the "Administer Projects" permission. While this then shows the ability to add a project to developers, if you actually select the add project link, JIRA will prompt the user to login. It will continue prompting the user to login until you signon using a username belonging to the "jira-administrator" group.

            I need exactly this "Create Projects" permission. I must grant Jira-wide administration permission to some users because I need them to create projects.

            Is it really possible to separate project creation out like this? Typically when creating a new project, one also creates new groups, a permission scheme, perhaps notification and field layout schemes.

            My comment was correct but am reopening this bug and changing its subject and type to be an improvment.
            The ability to have more granule admin permissions is a good idea.

            Did you mean to say:

            The add project is now ONLY present when a user has the project administration permission.

            And if that is the case, while it technically fixes the bug, there should be a permission for adding projects. I might want to allow someone to add projects who wouldn't have rights to add users.

            There is no create project permission but there is a project administration permission that allows you to update projects.

            I think the add project link has been left in be accident as the login prompt you describe is functional correct.
