Default Filters per Group/Project Role

As a member of a specific group in JIRA, it would be nice to have a per group or per project-role "system filters", that is default for all users in a specified group or project role. This could be defined by the JIRA Administrators or Project Administrators.

The use-case of this scenario is for Operations groups to be able to see the same filters while in meetings and while working without having to have one individual "own" the filters (and subsequently have to 'bequeath' them if they leave the organization). This request would be extended to Default Dashboards per group as well, which is already being tracked in JRA-5866.
