at our company, different groups working on the same projects have different requirements for notifications. the current system of setting the scheme at the project level is inconvenient at best. it would be great if an individual user could manage private notification schemes (per-project would be great). The big problem right now is that some people are scared of getting too many notifications, so we end up that nobody is getting any notifications. If you're worried about users opting out of notifications when you want to force them, maybe add an option for the current project-level notification schemes to override user-specific schemes.
