Ability to use mention as "@" in email handler in commenting existing issue

      When commenting on existing issue, user is not able to use mention "@" when mentioning user.

      As workaround
      Use default JIRA Macro"<username>" where username is the Username
      Example:-

      • Username in JIRA = admin
      • In the body of the email, type 
        [~admin]
