JVM argument mail.mime.decodeparameters is not being picked up on default installation

      Steps to Reproduce

      1. Install fresh JIRA 5.2.1 as a Windows Service
      2. Go to System Info
      3. Notice the mail.mime.decodeparameters is set to true

      Expected results

      • JVM argument mail.mime.decodeparameters is set to true

      Actual results

      • At the top of the System Info page JIRA displays a banner saying the mail.mime.decodeparameters is not set to to true.

      Workaround

      Set the JAVA parameters as per this KB article:
