Steps to Reproduce

1. For status "Closed", I defined in administration as description "The issue is considered finished, the resolution is correct."
2. But when I'm on the search result list or when I'm on the details view of an issue and move the mouse over the status icon then the description will be extended by the sentence "Issues which are closed can be reopened."
3. I assume this is the standard description but this is not defined.
4. I expected to get the correct description defined in administration area.
