Sorting Shared Filters by Owner removes the ability to click the cog wheel to make changes to the filter.

Steps to reproduce:
1. Navigate to "URL"/secure/admin/filters/ViewSharedFilters.jsp
2. Use the cog to bring up the menu to delete a filter. This works.
3. Click on the "Owner" link to sort by owner
4. Use the cog to bring up the menu to delete a filter. This does not work, and you cannot get the menu to dropdown.
