Bulk editing is a powerful feature, but I see it used mostly for administrative purposes, as it's usually only administrators (lead developers) who would do operations this large.

Ideally, we'd like to hide the operation from developers and other non-administrator users.

Having "Bulk Edit Issues" as a permission we can assing just to jira-administrators would be ideal.

That way, we can add more power to Bulk Edit (for example JRA-3019) without worrying about the dangers of using it improperly.
