Can't use scrollbar to select project to create ticket on when using IE8, IE9

      When I go to Create Issue in the top right on the Jira homepage, I get the create issue modal. When I select the down arrow to select my project, I cannot drag the scrollbar to select my project. Touching the scrollbar closes the selector. I can use my wheelmouse to force the scroll, but not all mice use a wheelmouse.
