      Problem Definition

      Create a report of all user that have not reported Issues and allow them to be deleted.

            This request was created in 2003 and still, there has been no action on this. I don't think that there will be any action taken on this for another 20 years

            This request is almost 20 years old and we still need to manage our inactive users. WEIRD HUH? So, Atlassian can count how many licenses we use, but can't give us any tools to manage our license count.

            Although it's not its primary feature, the Rights DNA plugin has some sanity checks of the user system and one is last login since.... You may disable or delete the selected users from the provided results.

            Give it a try!

            We desperately need to be able to ID "inactive" users. To manage this over such a large scale as we do, we need to understand at any given point how many users are actually using the system over period n. (Deleting these users would be nice, as long as it doesn't affect the historicals.)

            HOWEVER, I'd ammend Michael's definition of active. Some of our active users browse (view only), but it's very critical to them. It makes sense to me that active is defined as any account that signed in over period=n
