"View Workflow" link does not work in case when workflow name contains special symbols

      When you go to "View Issue" screen and try to click "View Workflow" link, the following error message occured: "The requested content cannot be loaded. Please try again later.".

      This happens, if workflow name contains special symbols (for example "&"), which are not url encoded into link to "/getThumbnail?workflowName=" page.
