Field restrictions on BaseURL too tight

      When using a domain name as the BaseURL value in the configuration screen, the input verifier is too tight. Many customers have domains that are private and use .loc, .colo, .local, or others as a proxy for the TLD. While they have been able to do so in previous versions of JIRA, it is no longer possible.
