The base URL setting does not accept numeric characters in the top level label

      As following the bug JRA-27777, the top level label in the Base URL accept using like .loc but not the digital character like .2c but according to the RFC 2396: 

         toplabel      = alpha | alpha *( alphanum | "-" ) alphanum

      The top level label should accept the digital character.
