Hi,

One example is, that the text "Toggle Transition Labels" is not translated with German translation.

To reproduce :

1. Change the Jira language from 'Administration->General Configuration' to 'German'
2. Go to Workflow 'Designer'
3. The labels are not translated. Example :'workflow.designer.toggle.labels', 'workflow.designer.statuses', 'workflow.designer.global.transition'

Update: This issue is also seen with Japanese language too.
