Labels not getting translated in German and mixed language appears on Workflow designer

      Hi,

      On Jira Workflow designer,, mixed language (half German- half English) appears when the Jira Startup properties are set to German.

      To reproduce:

      1. Start a Jira instance with -Duser.language=de -Duser.country=DE. This will default Jira language to German.
      2. Go to General Configuration and set the Jira language to 'English UK'
      3. Go to Workflow Designer and see that half the text appears in English while half the text appears in German.
      4. Also, none of the labels are translated.
