The "Available Worklflow Actions" menu on the left hand side (dependent on permission scheme) is not part of the i18n (internationalisation) e.g using German as the standard language the entries do still show up in English.

Q:
1.Why?

2.I found out that the entries for the menu are placed in the
jira-worklflow.xml (C:\atlassian-jira-professional-2.5-standalone-tomcat\atlassian-jira\WEB-INF\classes\jira-workflow.xml).

Would it be a viable solution to change the entries there or would I have to fear side effects?

3.Should the jira-worklflow.xml be mentioned in the manual in the applicable part concerning i18n?
