Users dont get email notification about comments if commenting is done while issue linking. So if you choose Link issue, select an issue to link, and add a comment, noone gets an issue commented notification. I tried this on a clean install too, just installed jira, made a project (with Default Notification Scheme), created 2 issues. If I make a comment assignee, reporter and watchers get an email, but nothing if I comment while linking them together.
