Steps to reproduce

1. Setup SSL connection as in http://confluence.atlassian.com/display/JIRA/Running+JIRA+over+SSL+or+HTTPS
2. Make sure that the Base URL is correct (HTTPS) at General Configuration
3. Create two projects 'Test1' and 'Test2'
4. Create a new Issue Type Scheme 'Scheme1'
5. Associate Issue Type Scheme 'Scheme1' to 'Test1' while 'Test2' use the Default Scheme
6. Create an issue in 'Test1' and try to move it:
   http://confluence.atlassian.com/display/JIRA/Moving+an+Issue
7. There will be a popup error:
   
8. If project 'Test2' is associated with Issue Type Scheme 'Scheme1', there won't be any error anymore.

Tested reproducible in JIRA 4.02 and 4.4 easily

Need to refresh the 'Move Issue' page a lot of time to reproduce the error in JIRA 4.3.4
