Make announcement banner multilangual compliant

      As a multilangual tool, JIRA should allow administrators to publish announcement banner in as many languages as the field they play in is asking. Let's say we have people on the team from Russia, USA and France working on the same JIRA instance. Announcement banners should be available in Russian, English and French depending on user's language setting.
